Bedfordshire County Council needs to deliver waste management facilities capable of meeting their obligations under the Landfill Directive and Landfill Allowance Trading Scheme (LATS). The Landfill Allowance Trading Scheme and the associated penalties have created an urgent requirement for the Council to develop and action schemes to mitigate the cost of compliance failure. To achieve this, the Council has followed the Bedfordshire Authorities Municipal Waste Management Strategy and have commenced a procurement project to deliver a long term treatment solution for the County's residual waste.
Mace was appointed in October 2007 to project manage the procurement. Utilising the PRINCE2 project management methodology, Mace introduced a structured processes for the project with reinforcement for the existing project approach, governance, reporting and control structures.
Mace has supported a range of activities resulting in the compilation of an Expression of Interest (EoI) to DEFRA applying for PFI Credits. Mace have also provided ongoing project management services for the specification external advisory services for the production of an Outline Business Case (OBC), as well as assisting the management of the communications, land and planning aspects of the project. Mace is committed to providing innovation and has provided essential added value on an ongoing basis. This has included risk management, market sounding, member briefings, staff training and coaching and assistance with configuration / document management.
The council has commended Mace and its staff on several occasions and continues to enjoy a strong working relationship at all levels.
