Improvement and Efficiency South East (formerly known as SECE) has been established to provide a centre of expertise to assist local authorities in the south east of England to deliver capital projects collaboratively and with improved efficiencies.

Mace Group's public sector consultancy group is seconded to Hampshire County Council, who are the nominated lead authority for the IESE Construction and Asset Management theme. The team is to provide strategic and operational advice on the established contracting framework arrangements and framework management duties.

The philosophy and governance principles established in the IESE Framework are being applied by the IESE team to two other government agency framework arrangements; the Learning Skills Council Consultancy Framework launched in May 2008 and the OGC Consultancy Framework, to be launched later this year.

The IESE regional contractor framework was launched in 2006 and comprises 10 contractors, one of which is Mace Plus. The framework will run until 2011 and is capable of delivering projects for public sector authorities across the south east region, including the Isle of Wight. The current workload is £1.6 billion.

Under the Framework Agreement, Mace Plus as a Tier 1 supplier and the contracting arm of Mace Group have been appointed to deliver projects for Garth Hill School for Bracknell Forest County Council and Teddington Comprehensive for London Borough of Richmond upon Thames. They are also involved with the Metropolitan Police service, delivering two custody-patrol bases in the London region.

Mace Plus role:

  • Provide early programming pre construction advice
  • Managing the design and procurement process of projects
  • Pre-construction delivery including design and procurement
  • Construction project delivery from concept to completion.
  • Providing advice and data on efficiency, cost and quality.



Mace's consultancy role:

  • 
Attract and maintain user authorities
  • 
Implement best practice working practices and oversee the processes with users
  • 
Capture, benchmark and report on the performance of the Frameworks

  • Set up programmes of work and open and support new workstreams; i.e. civic offices

  • Realise opportunity for efficiencies and collaborate with the framework contractors to deliver i.e supply chain
